This publications examines necessary precautions to use CCW's in a beneficial manner. The article stresses the potential for leaching of arsenic, boron, selenium and molybdenum if adequate precautions aren't taken to account for both the specific chemistry of the CCW and the pH conditions of the fill site. Laboratory-simulated leaching conditions resulted in leachate with selenium and arsenic levels above the USEPA primary drinking water standards even after prolonged leaching times. Leaching of boron, chromium and molybendum were also significant. The study concludes that "significant localized leaching and movement of arsenate, selenate, and molybdate are likely under alkaline conditions" and that "appropriate water quality monitoring designs should be implemented at all sites receiving CCP’s to assess potential mobility of these constituents". Furthermore, "the chemical properties of CCP’s. . . vary widely and must be carefully assessed and matched to utilization site geochemical and hydrologic conditions". Of course, the Cumberland Park proposal doesn't even include a landfill liner, let alone site monitoring equipment or regular chemical analysis of the fly ash.
Although not specifically studied in this publication, Daniels et al. do stress that the toxicity of fly ash is changing with "the advent of low NOx boilers [and] has led to significant concentrations of ammonia in many CCP’s. Mercury removal from flue gas has recently emerged as a federal air emission regulatory priority . . . [and, as such] fly ash will become more enriched in mercury".
